Larsz's SCedit allows you to easily open .dat files and modify your Simcity 4 easily. Be sure to read the readme.txt before attempting any modifications, and visit the Modd Sqaud forums for more info or help.

This is a fix for SCedit beta 1.02 that will resolve the error when clicking "Rebuild List".  Extract this directly into your Program Files\SCedit\ folder, and select "Yes" when asked to replace any existing file.
