Although I am a bit unupdated on the new SC5 game details and options, this article you point us out is not referring to Simcty 5 at all, just the effect. Is this your point?

Yes, read the description.
As long as SimCity 5 doesn't look like a cartoon, and you can zoom out to satellite views, I think this will look great.
Yeah, I think the "model" imagery can be done well and uncartoony, because models are usually going for realism. That one picture was from Hong Kong Apple Store. Amazing what just fading the corners out around a picture will do. I did it almost on accident in one picture for my city journal and it really gave it that feeling of a model.
There already is a featured article about this...

While its a neat feature I find it unecessary. I came to design a city not take pictures. I think the real components that make a Sim City game are being left out and replaced by eye candy and "oooo ... aaaaahh" stuff of the glass box engine which apparently can't handle a large metropolis...
Tilt shift is just awesome, Minecraft with tilt shift makes it look like a toy, and not a pixelated game

So the majority of the screen will be blurred?
As long as I can turn it off.
Has it actually been mentioned that the graphics style of SimCity will be tilt-shift? I've only heard the Maxis team mention that the graphics are influenced by tilt-shift, which is entirely different to what this article is saying.
There is more fake Tilt shift than real in this pic series. The one with the bridge is fake, for example.
Here something nice :)

One of my favorite tilt-shift artists... ok, the only tilt-shift artist that I've become familiar with, but I love his work.
