I apologize if this is in the wrong forum.

Are there puzzle pieces for rural highway over rural highway?  At the moment I thin the only way to build overpasses for a dual rhw interchange is using one way roads for the overpass.

Not that i know of. But draging the EL RHW  across the RHW will work (if u have paitence).
